Rob $tone's rising single "Chill Bill"—which is nearly a Top 40 hit as it jumps seven spots to No. 43 on the Billboard Hot 100 this week—hints that the San Diego rapper is only interested in turn-up jams. But the 21-year-old's musical makings go much deeper than that.
